CloseTim Burroughs is managing editor of Asian Venture Capital Journal, having joined the publication in May 2011. He is responsible for all editorial content put out under the AVCJ brand, including Asian Venture Capital Journal, AVCJtv, AVCJ Awards and AVCJ.com. Tim previously spent five years at China Economic Review, serving as editor-in-chief and then editorial director. Located in Greater China since 2003, during which time he has lived in Beijing, Qingdao and Hong Kong, Tim has been a China-based contributor for publications including The Sunday Times, Sunday Telegraph, BBC and China Daily. Prior to moving to China, he trained and worked as a journalist in the UK. He was honored at the Society of Publishers in Asia awards in 2007, 2008 and 2010, and at the State Street Institutional Press Awards - Asia in 2012.
Lim Cheng Khai is the Executive Director of the Financial Markets Development Department with the Monetary Authority of Singapore (MAS), which aims to promote a vibrant financial market in Singapore, with a focus on development of Singapore’s capital market, asset management and insurance sectors, and infrastructure and sustainable financing capabilities and solutions. In this role, he works closely with industry partners including key financial institutions and industry associations to support the growth of Singapore’s financial markets, and strengthen the proposition of Singapore as a gateway to serve Asia’s capital raising and financing needs.
Prior to his current appointment, Cheng Khai was involved in the regulation and supervision of banks, insurers, and capital markets intermediaries in various roles in MAS. From 2014 to 2020, he led the Capital Markets Intermediaries Department II that oversees licensing, regulating and supervising fund managers and the individual representatives who are authorised to carry out these regulated activities. In addition, the department is responsible for formulating and reviewing policies relating to the fund management sector, and harnessing the use of technology and data analytics to enhance the effectiveness and efficiency of conduct supervision in MAS. Cheng Khai was also a member of the Accounting Standards Council from 2018 to 2020.
Cheng Khai has participated in several international workgroups in his career with MAS, including the Financial Stability Board (FSB) and Financial Action Task Force (FATF) peer reviews, FSB Standing Committee on Standards Implementation’s (SCSI) Compensation Monitoring Contact Group, and International Organisation of Securities Commissions’ (IOSCO) Fintech Network Steering Group.
